ECF – Early Career Framework

Northern Lights Teaching School Hub are partnered with Education Development Trust to deliver the Early Career Professional Development Programme across the North-East Region as part of the National Roll-out of the Early Career Framework.

This two-year programme provides teachers with the essential specialist support they need to improve their practice and build confidence following their Initial Teacher Training. It will arm early career teachers with skills they can use in the classroom straight away and offer the structured support needed to help them be the best teachers they can be. Mentors will follow a pathway of training with us to support them in delivering the ECF to their ECT in school.

What is the Early Career Framework? 

The Early Career Framework sets out an entitlement of support for all Early Career Teachers (ECTs) and underpins a new entitlement for 2 years of professional development designed to support new teachers in developing their practice at the start of their careers. It sets out what early career teachers are entitled “to learn about” and “learn how to do” when in their first years of teaching. Following the early roll out across regions of the UK in 2020-21, this entitlement became statutory for all early career teachers from September 2021. 

DfE Policy, guidance and materials 

All of the official DfE’s documents, resources and guidance can all be found on their website here. These include the Early Career Framework itself, an overview of the reforms around the Early Career Framework, and, crucially, details of changes to statutory induction that will apply from September 2021. 

A Summary of Reforms 

From September 2021, statutory induction arrangements changed These new arrangements replaced current induction requirements. The term ‘Early Career Teacher’ is now being used where previously we may have referred to a ‘Newly Qualified Teacher’. 

Overview of changes:  

  • Induction period extended from 1 year to 2 years.
  • In addition to their 10% reduction in timetable during year 1, ECTs are entitled to a 5% reduction in timetable during year 2. 
  • ECTs are entitled to receive a 2 year structured package of support and development based on the Early Career Framework.
  • ECTs are entitled to receive support from a dedicated mentor through regular one to one mentoring sessions (this is a separate role to the current induction tutor).
  • ECTs will continue to be assessed against the Teacher Standards (the ECF is not an assessment tool). 
  • State schools receive additional funding to meet these requirements.

Schools receive: 

  • Funding to cover mentors’ time with the mentee in the second year of teaching 
  • Further funding for schools opting for the DfE funded training provider route to backfill for mentors to take part in training (36 hours over 2 years) (More funding details below)  
  •  An online platform with curriculum overview and materials for mentors to provide the DfE provider led programme to ECTs weekly/fortnightly within school.

Programme Options:  

DfE Funded Training Provider

Schools are encouraged by the Department for Education (DfE) to choose a DfE funded training provider approach to induction. This is a free-to-use programme that offers high-quality training for early career teachers and their mentors delivered by an external provider that compliments the self-study and mentor sessions. This is the easiest option for schools and schools benefit from the highest level of financial investment made by DfE. 

Fidelity checks by the appropriate body 

Where schools opt for the DfE funded training provider route, which includes materials and funded training, the appropriate body does not need to carry out ECF fidelity checks. This is because the providers of these programmes will already be subject to separate quality assurance through Ofsted and contract management to ensure their training provides fidelity to the ECF. 

Design and deliver your own ECF-based programme

Schools opting to use their own ECF-based programme of induction will receive no support from the Department for Education (DfE) in creating or procuring their own programme, subject or phase-specific coaching, and training for mentors in line with the Statutory Guidance. 

Fidelity checks by the appropriate body 

Schools delivering their own induction programmes will require an appropriate body to check these have been designed and delivered with fidelity to the ECF. This means that training and support provided to the ECT has covered the ECF evidence statements in sufficient breadth and depth. 

DfE Accredited Materials to deliver your own programme

Schools opting for the DfE accredited materials to deliver your own programme approach to induction will be able to draw upon the ECF materials developed by lead providers but they will need to self-fund the design and deliver the early-career teacher and mentor training themselves.  

Fidelity checks by the appropriate body 

Where schools deliver induction through the DfE accredited materials own programme , additional quality assurance will be necessary by the appropriate body in order to safeguard ECTs’ entitlement to an ECF-based induction.

Once this is complete you will need to register with the DfE which can be completed using the online portal.

Appropriate Body

Schools will need to select a rigorous and robust Appropriate Body (AB) to quality assure the indication and assessment of their ECT.
